Village of Arlington Heights Committee-of-the-Whole met April 1

Here are the minutes provided by the committee:

President Hayes called the meeting to order at 7:15 PM. 

BOARD MEMBERS PRESENT: President Hayes; Trustees Baldino, Bertucci, Dunnington,  Grasse, LaBedz, Shirley, Schwingbeck, and Tinaglia 

BOARD MEMBERS ABSENT: None 

STAFF MEMBERS PRESENT: Village Manager Randy Recklaus; Assistant Village Manager Diana Mikula 

OTHERS PRESENT: Kyong Lim, KiSub Han and YoYo Kim 

A. Consideration of recommending to the Liquor Commissioner the issuance of a Class A liquor license to Marbling, Inc. dba Marbling located at 63 W. Golf Road. 

The Mayor called the meeting to order and introduced Kyong Lim, KiSub Han and Yoyo Kim who is a Cook County interpreter. Ms. Mikula asked the interpreter to please spell his name and for a copy of his business card. Mr. Kim said he did not have a business card. 

The Mayor swore in Kyong Lim, owner and KiSub Han, onsite manager. 

Ms. Mikula stated that in the past, an interpreter has not been allowed as the Village would also need to have an interpreter. In the past, an attorney has spoken on behalf of clients. Ms. Mikula stated that this was discussed with KiSub (Jake) and that she felt that they would be able to answer the questions as they understand a good deal of English. Jake agreed and said he would not bring an interpreter and present himself. KiSub stated that he was sorry and just wanted it to be perfect. Being the testimony was under oath, it was decided that it would be okay to proceed. It was decided to continue on in English as upon speaking with  both, the Mayor and Ms. Mikula felt Kyong and KiSub both understood English well and if needed, the interpreter could assist. 

Ms. Mikula gave the staff report. Police completed a background check on Kyon A Lim and KiSub Han in May 2023. No issues were noted and there were no liquor violations and no violations at the address. In June 2023, the applicant put the application on hold as the building was under the public hearing process. In November 2023, a walk through was conducted however the build out process was not completed. 

A second walk through was conducted on March 26, 2024 and minor adjustments were made to the submitted floor plan. 

Upon a satisfactory interview tonight, Ms. Mikula stated, it would be appropriate to issue a Class A liquor license to Marbling, Inc. dba Marbling located at 63 W. Golf Road. 

Mayor Hayes asked Kyong about Bassett certification. Both Ms. Lim and Mr. Han are  certified and they understand that those that are serving liquor must be certified as well.

Discussion ensued regarding the serving to those under age and Mr. Lim stated that they will be checking identification for all those ordering liquor. 

Trustee LaBedz thanked Ms. Lim for choosing Arlington Heights and asked how the name Marbling was chosen. Mr. Han stated that meat that is very good has a lot of marbling, thus the name. 

Trustee LaBedz moved, seconded by Trustee Grasse to recommend that the Village Board of Trustees recommend to the Liquor Commissioner the issuance of a Class A liquor license to Marbling, Inc, dba Marbling located at 63 W. Golf Road. 

The following voice vote was recorded: 

9 Ayes 0 Nays

The motion passed.

D. ADJOURNMENT – Trustee Baldino moved, seconded by Trustee LaBedz to adjourn.

The meeting adjourned at 7:31 pm.
